As one of the most prestigious golf tournaments in the world practically every top golfer in the world is in the playing field for the 2016 British Open. So it's easier to list the golfers who are eligible for the 2016 British Open but are not playing.

Tiger Woods is eligible but Tiger cannot play as he continues to recover from multiple back surgeries. Stewart Cink is eligible but is not playing due to his wife's health. Nick Faldo, Ian Baker-Finch, Tom Lehman and Nick Price are all also eligible as past winners of the British Open but all four have decided not to play this year.

All ten top ranked players in the world - Jason Day, Dustin Johnson, Jordan Spieth, Rory McIlroy, Bubba Watson, Henrik Stenson, Rickie Fowler, Adam Scott, Danny Willett and Branden Grace, are in the playing field. I believe the only player ranked in the top 50 who is not playing is Daniel Berger who withdrew due to a shoulder injury.

Billy Hurley III, who won the Quicken Loans National on June 26th, 2016, is eligible to play but he is skipping the British Open to attend his sister's wedding. Bae Sang-moon is eligible but cannot play as he is serving his military obligation in South Korea. Jaco van Zyl is not playing to get ready for the Olympics.

Interestingly, Bryson DeChambeau forfeited his eligibility to play which he earned by being the U.S. Amateur Champion by turning pro and is not playing. Jon Rahm also forfeited his eligibility by turning pro but earned his way back in by qualifying.

Other name golfers who earned their way into the 2016 British Open playing field by qualifying include Colin Montgomerie, Lee Westwood, Jamie Donaldson, Vijay Singh, Russell Henley, Steve Stricker, Matt Jones and Brian Gay. Players could qualify through the Open Qualifying Series, which consisted of actual PGA and European tournament finishes, and in Open Final Qualifying competitions.
